"The Impact of Immigration upon the Romanian Labour Market" - Qualitative Research Report

Migration policies in Romania, mainly materialized in the successive national immigration strategies, were subject to minor changes between 2007 – 2015. Although Romania is among the countries with a net negative migration, a serious population ageing and a significant labour force shortage, at least in certain fields, policies and legislation appear to go in parallel with reality.

We explored in this report the immigration policies with an impact upon the labour market and their effects on immigrants' participation on the labour market, entrepreneurship and foreign investments.
We used secondary sources to analyse the specific situation in Europe and Romania, and the available information was completed with data collected from county and central public authorities during the study. We used qualitative research to discover the stakeholders' opinions and perceptions on the effect of migration policies upon the labour market. The available information proved insufficient for creating an overall picture. However it enabled us to build a partial picture which indicates, in addition to the lack of institutional support for the immigrants' participation on the labour market, a number of restrictive legal provisions aimed at immigrants who come to Romania for remunerated activities (employment, commercial activities etc.). Such restrictions contradict one of the objectives of immigration policies, namely facilitating access to the labour market for aliens who meet employment needs. In addition there are also legal and procedural restrictions applied to immigrant entrepreneurs, only large investors being favoured.
